BOROUGH COUNCIL MEETING

MARCH 19, 2008

 

The Darby Borough Council met at Borough Hall on the above date with the following members present:  President Janice Davis, Vice-President Jennifer Parks,  Mr. Donald Deigh, Mrs. Ruby Munden, Mr. Howard Blackson, Jr., Mrs. Marie Howells, Mr. Patrick McKenna, Ms. Darlene Hill and Ms. Edna Stockley.  Also present were Mayor Helen Thomas, Borough Manager Mark Possenti, Assistant Solicitor John Ianelli, Code Official Joseph Nerelli, Bill Lacey, Police Chief Robert Smythe and Borough Engineer Eileen Mulvena. 

 

Ms. Davis called the meeting to Order at 7:30 p.m. followed by Roll Call.

Pledge of Allegiance.

 

Mayor Thomas awarded numerous members of Emergency Personnel Certificates of Appreciation for their actions in a recent fire.

 

Joseph Cuff-Wright thanked Borough Council and Mayor for their kind donation to allow him attend a leadership conference.

 

PUBLIC COMMENT:

 

None

 

NRO:

 

Cierra Ruffin, 902 Forrester Avenue:  Moved to the next Council Meeting until proper certification for her finance and proof of ownership of the property.

 

ENGINEERS REPORT:

 

Motion to approve Resolution 2008-03 made by Mr. Blackson; 2nd by Ms. Munden.  Motion carries 8-1.  Ms. Stockley voted No.

 

Mrs. Mulvena stated that the inlet repairs/replacement has begun.  Motion to authorize the engineer to begin all the necessary steps to rehab a manhole located on Greenway Avenue per DEP made by Mr. McKenna; 2nd by Mr. Blackson.  Motion carries 9-0.  Motion to authorize the Engineer to rebid the curbs and sidewalks at 201 N. 6th Street made by Mr. Deigh; 2nd by Mrs. Howells.  Motion carries 9-0.  Mrs. Mulvena advised Council that she will be meeting with DEP at Greenway Avenue.

 

Motion to accept the Engineers Report made by Ms. Hill, 2nd by Mr. Blackson.  Motion carries 9-0.

 

 

 

 

MAYORS REPORT:

 

Mayor Thomas reported on the new D.A.R.E. Officers.

 

Motion to accept the Mayor’s Report made by Mrs. Parks; 2nd by Mrs. Howells.  Motion carries 9-0.

 

APPROVAL OF MINUTES (2/20/08):

 

Motion made by Mrs. Howells; 2nd by Ms. Munden to approve the minutes.  Motion carries 9-0.

 

NEW BUSINESS:

 

a.  Appointment of Architects:  Motion made by Mrs. Howells; 2nd by Mr. McKenna to appoint Robert Linn, Architects for the project at 1020 Ridge Avenue.  Motion carries 8-1.  Ms. Stockley voted No.

 

 

COMMUNICATIONS & REPORTS:

 

  • Fire Chiefs Report:  No Report
  • Historical Commission Report:  Mr. Haigis stated that the Darby Creek Cleanup will be held on April 26th.  He reminded everyone of the Spaghetti Dinner on March 29th.
  • Citizen Volunteer Committee Report:  Mr. Ricciuti reported that the group is completed and ready to go.  He also gave a report on the School Districts delinquent tax list.
  • Ordinance:  NRO & Mr. Possenti gave Council an update on the property at 416 South 4th Street.
  • Community Relations:  Mrs. Howells reported on the RBI Baseball League.  There was a discussion on the Newsletter. 
  • Municipal Services:  Mr. McKenna reported that Highway has been cutting & cleaning trees from the recent wind storm.  Jet cleaning sewers, they met with NDI regarding the Outfalls, cleaned parks and new street signs have been ordered.  Motion to advertise for a person to follow the street sweeper made by Mrs. Howells; 2nd by Ms. Munden.  Motion carries 9-0.
  • Public Safety:  Chief Smythe read the monthly report.
  • Finance:  Mr. Deigh stated that the discount for the tax bills is the end of this month.  Mr. McKenna made a motion to approve $200 and Transportation for the Mayors Summit; 2nd by Mr. Blackson.  Motion carries 9-0.
  • Recreation:  Mrs. Parks stated the Easter Egg Hunt is this Saturday.  They are working on the Memorial Day Parade.
  • Grants:  Ms. Hill stated that she needs to reschedule the meeting with Chief Smythe regarding Weed & Seed.  She is working on numerous grants.
  • Solicitors Report:  No Report.

 

Motion to accept all Reports & Minutes made by Mrs. Howells; 2nd by Mr. McKenna.  Motion carries 9-0.

 

BOROUGH MANAGER CORRESPONDENCES:

 

Mr. Possenti read two thank you from Mr. Deaver & The Takacs family.  He asked who would like to attend the Workplace Safety Meeting & Banquet.

 

COUNCIL PRESIDENT COMMENTS & ANNOUNCEMENTS:

 

Reminded everyone of the Darby Clean Up Day.

 

Mr. McKenna read a poem that he wrote regarding the War.

Motion made by Mr. Deigh; 2nd by Mr. Blackson.  Motion carries 9-0.
